The administration of U.S. President Donald Trump is ready to provide Ukraine with security guarantees based on NATO’s Article 5 that would have legal force, Axios reported on Dec. 13, citing a senior U.S. official.

According to the official, the agreement would be put to a vote in the U.S. Congress.

“We want to provide Ukrainians with security guarantees that, on the one hand, are not hollow, and on the other, are strong enough. We are ready to send them to Congress for a vote,” the U.S. official said.

He also said negotiating teams are working on an agreement covering peace, security guarantees and postwar recovery. The latest talks, the official said, for the first time gave Ukrainians a “full picture of the day after.” An Axios source added that negotiations on economic recovery and reconstruction are moving “well.”

“Under the current proposal, the war would end with Ukraine retaining sovereignty over 80% of its territory, receiving the largest and strongest security guarantee it has ever obtained, and getting a very substantial aid package to enable it to thrive,” the U.S. official said.

At the same time, several European leaders have advised Ukrainian President Volodymyr Zelenskyy not to rush into an agreement, particularly if it involves territorial concessions.
