Agree, Ulcinj and Budva are quite similar. However, the old town of Budva is pretty flat, almost at sea level, whereas Ulcinj Old Town is on a cliff / hill. You wouldn't find a street as steep as in my picture in the old town part of Budva.
There is a reason for this, as I am reading right now their history. Unlike Kotor, which was under Venetian rule, Ulcinj and Budva were under direct Ottoman rule from the 16th to the 19th century.
Also a good guess but solved already - a bit further south than Bar.
Did you know there is a ferry connecting Bar with Bari pretty much directly on the opposite side of the Adriatic?
To me that's such a fascinating coincidence to have a ferry connecting these places with almost the same name.

Beautiful place to visit. Small but really nice and not as many tourists as in the more well known coastal cities of Montenegro.
Ulcinj and Budva have similar stone masonry. Kotor is somewhat different, and Bar is also quite different.
