Ceno0 (the guy who made this) is known for a forced perspective trick where he uses black bars to selectively block parts of the background; this simulates angle, closeness and action. It's practically his signature at this point.
Here he subverts his signature trick by having heavy's "ultimate" move be him grabbing the black bars and forcing the perspective itself to damage the other guy. It's a very cool call out to himself.
Also fun fact, hes ukranian. And made a joke in the video that Russian soldiers were outside his house. Only for the war between russian and ukraine to start literally 2 days after. On his twitter is videos of him recording missile strikes at his local airport.
The fact that you can do that in the first place is hopefully intentionally left over to discover (y'know, as a sign of discontent, by the people who actually had their eyes on it with the task to censor)
100% of it should be unredacted, there's no national security reason ANY of it should be covered up, it's literally just the powerful trying to protect themselves and each other, Trump is just the surface level, I wouldn't be surprised if basically EVERYONE in office and in Hollywood is in on it
