Why do you think that? These could be mounted on the car, like those companies that crawl through parking lots scanning plates for repos. It doesn't have to be a handheld unit
there's a famous old yt video where some dude had a speed camera prop on his head with a flash goofing on drivers that drove past him, and he flashed when a police care came by, and when the cops realized it was a goof, they backed up, and IIRC he took off.
It is - old school CCTV cams were very boxy. I took an old one off a building a few years ago and there was no apparent reason for it to be that big when I disassembled it - So I assumed it was to make them visible

And the different options: wipers, internal heaters, sounders/strobes ... etc. You design one case to fit the biggest SKU/Load out and most customers just get a less-filled enclosure.

ALPRs use IR cameras. It provides a clear shot of the plates. There is a visible spectrum camera, but that is only to show the operator when it receives a hit.

Heavy and has a mounting bracket... sure sounds like mounting it on a car would be the perfect thing to do with it.

I think this is the answer. These kind of enclosure was everywhere back in the day for security cameras of some kind.

Looks like and old security camera.
I think it's a speed and/or red-light monitoring camera. One window would be for the camera, and the other for the flash or speed detection?
