Trying to understand what on earth this cabinet is for. If it's just for a hand towel, what is the area at the bottom for? Also seems like a waste of space if it's just for a hand towel, it's as tall as the dishwasher.

Towel rail & storage for cleaning supplies like detergent bottles and dishwasher tablets. Not a very well-built one, either; unless you put an air vent at both the top and the bottom of the compartment to allow convective air flow to dry damp tea-towels whilst the door is closed, it'll function mostly as a mould incubator.

Yes, I'd look for some kind of little free-standing shelf or stacking baskets that can fit in the bottom compartment, if you don't have the handyman skills for building proper new shelves into it.
Could you add some bars to it on both sides and use it as a baking sheet storage cabinet? Or add a few more shelves and use it to store spices, cleaning supplies, that kinda thing? It's gotta be frustrating having a space that you can't do much with except grow mold on your towels. Hopefully you can find a better use for it!
I can see why people might think it's for towels, but why would you put damp towels in the dark with no circulation? My guess: it's where you hang salami for the mice to gnaw upon.
My title describes the thing. It's a kitchen cabinet of some sort and it's as tall as the entire bottom cabinets and maybe 5-6 inches wide. We're buying a house and it's in the kitchen. I've tried searching Google for "cabinet with dowel" and " kitchen cabinet with dowel and shallow area" but I'm not finding this anywhere.
I cannot for the life of me explain the weird shallow area at the bottom or why you would need a cabinet as tall as the entire bottom cabinet's for a hand towel.
Looks like a clever but an awful use of filler space .. would work better as a multi level open spice rack .. who wants to close a cabinet with a wet towel?
Its for a towel but I dont know why you would want to store potentially damp items in a draw like that. It will be really easy to convert it to a spice rack.
In my mind, it wouldn’t be for damp towels, but for clean ones. You could get one of those clips that has a hook at one end and an alligator clip/clothesline clip at the other and hang clean ones up that way

There's no air circulation when closed, so the towel is likely to get a little... funky.

This was my thought too! Probably not what it's for, but could definitely be used that way when you're making homemade pasta!

I’m not sure I would ever become accustomed to opening a drawer/cabinet to get a towel.

It was for a towel. Now its for a slim profile step ladder, unless everyone in the home is quite tall.
