It's the locking mecanism for tongs. I have some at home. It's integrated into the hinge .You pinch the tongs shut, and then pull this outward, locking them.
It doesn’t seem to matter if you buy a cheap one or a high end one. Certainly a higher end piece is likely to last longer but I have had them fail and we still have an old cheap dollar store one that is doing fine. I have come to believe it is a weak point in the manufacturing process. This hinge could definitely be better fortified. My mom still has the same tongs that she had when I was a kid 45 years ago.
My title describes the thing. It’s a rubbery plastic ring wirh a thin metal plate that has a slit in it. As a whole it’s about 5cm long. It was found in the kitchen after moving in. Maybe some handle?

Correct answer. I have to keep resetting mine as the rivet has failed and I can't be bothered to grab a screw and nut.
