It looks like a typical treat for a rabbit or other small mammal pet. They're usually called "loops" or "O's" and are usually a hay matrix with some kind of other flavoring stuff, so the scent makes sense.
Example (I don't think it's exactly this one based on the color and the size of the inner loop, but there's a lot of companies that make products like this):

The hole in just one side makes me wonder if this is one of those peat pellets that expands when you soak it in water. If so it's for starting seeds.
