One day we tied two of those together end to end, and tied it to the bumper of one of my coworkers truck, stuffed it under his truck so he wouldn't see it. He regularly backed in, up against the building so it's not like he looked at the back of his truck before pulling off.
He made it about halfway home before he noticed the 32' long kite flapping in the wind behind him. We all went the same way down the highway so I followed him to keep a buffer so other cars wouldn't be affected by it. But it was probably one of the funniest pranks we pulled.
I used to do this when I lived in california. Reduced my anxiety a lot while surfing. Mine was a piece of black PVC with caps so it would be less obvious, but same concept.
I also kept my weed in the there for non beach days.

I looked up a couple statistics. There were 1300 reported cat thefts in all of 2018. It jumped to 1200 reported thefts a month in 2020.
Crossed the border recently? I worked with a guy who worked with the cartel. They would magnet something similar under someone’s car (who wasn’t aware most of the time) with a tracker. My buddy would locate the car once they crossed and snag the goods. Did 7 years in San Diego.

Whatever was stored in it. Someone thought to keep it weather proof. I keep my 4 wire trailer connector wrapped in a nitrile glove and stuffed under my bumper. Same with the connector to the trailer. Fucking hate plugging them in after months of not using them and have resistance issues due to corrosion/ dirt.
It looks like you solved as a makeshift hide a key, I’ve seen these used to pop the tpms sensor in and pressurize. Then zip tie near the wheel. Can save a few bucks on a new sensor if it’s sort of broken.
People will place something somewhere such as under your tire so that when you drive off you hear it and stop, then they come and rob you or whatever, could be something like that?
