No it's totally different lyrics. Here's Shchedryk vs. Carol of the Bells. I think what they meant is that it's the same exact music as far as melody - which is true. The lyrics and even the theme is entirely different.
This song clearly ripped off the American Christmas classic Carol of the bells. I'm so tired of Ukraine fighting the war on Christmas.
