Then you file an RTB dispute seeking damages (your deposit less agreed upon damages), costs (the RTB fee) and penalties (up to 100% of your damages). Honestly it is great ROI.
Better yet contract your old neighbours and teach them how to do this.

The tenant has reported the matter to the RTB and has also tried to contact them directly, but they continue to ignore the matter.
