U. Ice cream factories have a lot of human intervention going on, very little is actually done by machines that would be much more likely to make this mistake than a human would.
I had the opposite happen with some fudge pops. Don't remember the brand but one of those things was a sealed empty bag. No fudge pop. It was devastating.
