They need to legalise it federally, it doesn't make sense that you can legally consume cannabis in a specific state but not on federal lands within that state. Infact, the penalty for consuming weed in a state where it's illegal, let's say, Texas, would actually be less than say, consuming it at the grand canyon, in Arizona where weed is legal. Make it make sense America.
