could this be a parallax effect, where they are technically in line or in front of that sign and took the photo at such an angle that it appears the car is behind it?
It's not a fucking desert, if you Google that restriction code below it says no aircraft shall land on the ocean shore or motor vehicles drive on it. It's a beach...
And moreover, it's normal for a lot of localities to rope off a section of the beach to give the wildlife some peace and quiet. Especially if it's a known nesting area for birds, turtles, etc. It's very common in most coastal areas that give half a fuck.

They tell us that this sign is in this stupid place called Oregon where beaches are designated as highways which is super environmentally friendly. The sign is there to tell people not to drive further because their beach highway ends there.
