They're pretty good if you're trying to help out smaller toons! Some of the earlier tasks where you have to defeat a bunch of spin doctors or something can be kind of annoying, I've used cog summons in cases like that
It's funny because they were probably one of the most used and helpful rewards in the entire game back when you could only get double facility xp during an invasion. Me and my friends would trade who would use one of their rewards at the end of a facility if needed and then do a cj together to get them all back. Fun times
Gag-Up Lure is in such an awkward spot because on paper it restocks everyone's goggles in a pinch. But in practice, Stinky Ned lures all the cogs in a pinch - guaranteed - while also not littering everyone's pouches with big magnets. The best place to use this reward is in training groups, and even there, toons who stock up on lots of lure beforehand are likely going to hit the 500 xp cap anyway.
Gag-Up Toon-Up and Toon-Up restocks especially, i have like 50 SOS 😭

I help newer toons training in buildings with those. I don't need them, let the other toons that need them use them.

I use these when someone is gag training and runs out but other then that yeah pretty useless
When I get gag up trap … haha.. I just give them to people in CHQ or in FO’s
