In Japan, you can't just fire people because red line isn't going up fast enough. You have to take a series of steps to prove definitively that your company absolutely has to lay x-number of people off or else the company itself will go into recievership/go bust. If you fire someone and they call bullshit, it's a big deal. Employees have rights over there.
Whenever the games industry is going through a bust, and western games companies are firing thousands of people and companies shut down a bunch of studios, you don't see the same shit going down in Japan. Because if you try that boom & bust crap over there, you might just end up in prison.
