No size of crystal could make anything like that work. Piezoelectric crystals arent magical energy generators. They take mechanical stress and turn it into electric current but the energy is coming from the hammer, it woukd be a horribly inefficient way to produce electrical power.
It would be much more efficient to use whatever energy that is used to spin the hammers to power your plasma thruster directly. That being said, current "ion drives" (idk what a plasma thruster even is) are far too low in thrust to build a flying car out of.
It's not possible, unless we are entirely wrong about physics.

If you want to harness the electrical energy of a rotating object, use a magnet-based generator. We are really good at making generators - most power plants use one, unless they're solar.
