More of an incendiary than a bomb. There doesn't appear to have been much of a blast wave. The closest comparable military device would probably be a flare of some kind.
A mushroom cloud doesn't really depend on how powerful the explosive is. There's hot stuff in the middle that forces air to be sucked up into the upper middle by the stem, and then the air being sucked up from all over causes the top of the mushroom to rotate inwards .
