Soviet Union was by no means proletarian. The means of production were under control of a separate, non-proletarian class.

And when Bolsheviks enforced that 60% of unuin representatives were to be appointed by the party, and not elected, they started advocating for requirements on representatives, for example, one of the proposals said that every representative had to have worked at least 2 years in the past 5 years. This opposition was destroyed and dismantled by Lenin and Trotsky.
From the day Bolsheviks took power, they were actively dismantling workers power and destroying the fruits of workers initiative that was buit during the caos of the February revolution.

Pretty sure that's Mengistu Haile Mariam, who was the Soviet-backed ML dictator of Ethiopia from 1977 to 1991, his regime was well known for causing the 1983-1985 Ethiopian famine and the Red Terror. In 1991, he fled to Zimbabwe with the help of Robert Mugabe and still lives there, hasn't been extradited to Ethiopia but still has been convicted for genocide in absentia
