Which 4? Some of the achievements are locked behind picking up specific pda entries. Like the Degasi base in the JSC you have to grab one of the data entries on the second story of the base in order for the trophy to pop.
Otherwise I’ve never had an issue with trophies popping on any of the platforms I’ve played on.
I love how you accurately guessed one of them! I've played through so many times and grabbed every PDA in each Degassi base. The other three are hatching a cuddlefish (done it maaaaaany times), launching the Neptune (again, many times), and making a time capsule (needed for launching!). My current theory is that Steam just doesn't like mods and isn't counting it because I use QOL mods.

100% of the achievements, 800 game hours in Subnautica, 500 in BZ, and just started Nitrox with 3 of my friends. Come back when you've forgotten what Earth looks like.

I'd love for a scanner-room dependent map feature. Buld a scanner room -- you get a piece of map within the scanner range. Sounds a plausible soultion for deep world immersion.
I’m new to this game and don’t really see how there’s all that much to do. I’ve been swimming around, got the bigger oxygen tank. Found a large underground area that required a tablet and that’s kindve it.. idk why I’m missing

That's a good guess with the mods, very likely to be the issue but I don't actually know
Either mods or commands. Using in-game commands permanently disables achievements.
Welp. The Twitch Integration mod uses the in-game commands to trigger the stuff chat is doing. I've had so, soooo many Reapers spawning on my head.
That might be it. The same thing happened to me when spawning Ion batteries. I had to beat the game in a new save file
