Honestly the massive corruption involved with NGOs in America is part of what turned me off from calling myself a progressive. My state of California has made NGOs the default option for homeless services and there is just an insane amount of obvious fraud. Democratic run cities use them to avoid financial accountability and paying workers properly.
NGOs are how the west pursues policy goals that they can't do openly. As the core functions of the state are increasingly privatized, that is largely abandoned, NGOs let the state operate outside of popular oversight and government disclosure laws.
They are Democrat coded due to them being a good place to put the overproduced elites and PMCs that overwhelming lean Democrat, but the Republicans have their own influence peddling machines as well.
Sadly it's all of us western coastal states. In Oregon we just have a lot less money for them to fraud but they seem to find a way to get as much of it as possible.
It's so annoying. People here are willing to have a lot in taxes appropriated for helping out the homeless. Instead of standing up government run offices to tackle the problem the money gets spread out among different NGOs, counties, cities, and the state with mixed levels of coordination and no good way to measure their impact. I'm sure it does alleviate some of the suffering, but people don't see things visibly improve and we swing back towards 'law and order' for however many years until people once again realize that doesn't effectively address homelessness either.
At least, I don't think this org will be coming back into national prominence again, even if some Democrats tried to make it so. Their time seems to be done and even some radlibs by now may have quietly accepted it was a racket.

Example: covid-era PPP funds for "Amazon seller with 10 employees" getting deposited into a personal checking account and getting sent to a Hummer dealership and the remaining getting withdrawn at ATMs on the Vegas strip.
