When I had birds, sometimes if nothing else worked, I would toss a light blanket onto them. They never saw it coming, so it didn't startle them. And I could just gently scoop them up and take them wherever!

Close blinds/curtains in the rooms.
Locate the target bird.
Locate light switch.
Figure out the quickest and safest path from the light switch to the target bird.
Count 5.4.3... Switch off the light (the bird would still be waiting for you to reach one).
"Blindly," walk your safe path and gently clasp the bird - don't grab it - clasp your hands like two bowls that are about to touch inverted.
Have your clasped hands grope the bird into the hollow of your hands. Ask the bird for forgiveness.
Gently walk to an outside door, preferably not on the street side, and let it fly on its own power.
The bird may just sit in your hand, analysing the situation. It does not wish to be your friend. It will fly.
Works successfully every time for me so far, and it was only the once!

And then wash and disinfect hands, just in case.

Answer: counting down from 5 to 1 deactivates the government drones that camouflage amongst the flock.

I currently volunteer with a wildlife rescue and this is what we were told to do with certain birds. Definitely proper procedure.

Toss a light tshirt on it, and gently — so gently — carry it outside and open the tshirt.
Do this during daylight.
