More uncertain might be whether it could enable interstate commerce in marijuana. I think this would probably have good effects on pricing for consumers, but probably crush a lot of smaller businesses that remain viable because they don't have to deal with large, interstate businesses.
If this gets used as a means of enabling more Federal government involvement in marijuana, it could end up being a huge burden. Some states might backtrack and decide that SIII means curtailing adult use recreational sales since SIII drugs require a prescription (this would be some kind of culture war politics, though, I don't think any state getting rec legal tax dollars wants to shut off that flow). It could mean some kind of new Federal tax, mandated Federal regulation/testing/etc which would just raise costs.
It's "great" to see it not be Schedule I, but I think anything less than full legalization becomes a minefield.

While that doesn't necessarily mean a 30% decrease in the number of people in jail for marijuana related offenses, it's certainly a significant chunk. If a business loses 25% of its income, they're certainly going to take a long, serious look at the reasons and come up with ways to deal with it. And that's exactly what private prisons are, for-profit businesses.
