I'd really like to see a hardcore traffic enforcement campaign by SFPD.
Spots like Beale street in SOMA during rush hour is bad enough without rain. With rain it's no headlights, block the box, red light running, cutting into oncoming traffic to beat the light, and generally just being a physical threat to pedestrians.
Alemany, Brotherhood Way, and Fulton have less speeding due to the new traffic cameras, but people are still not following other rules of the road. With Daylight Savings it's a heart attack each time some driver runs a stop sign at 5pm next to a school or park. Add double parking blocking buses and bikes (a la Mission), and it just generally feels like a free for al, and hoping everyone is good at Frogger with good health insurance.

I remember back when we had an unexpected chief of police vacancy and a temporary guy was promoted from the ranks until a new chief was hired. First thing the temp guy did was to announce a program of exactly what you want, actual intensive traffic rules enforcement. the powers that be quickly removed him and chose someone else to be the temp. Wish I could remember his name or who was mayor then.
It is an existing rule. BTW, cops tell me that at dusk when they spot a car w/o headlights on, that is probable cause to check for DUI. Unfortunately, as we all know when it rains cops aren't too enthusiastic about risking life and limb being out there. All the stupid driver tricks you've seen, they've seen more and worse.
Just to be clear for our newer drivers: turn on headlights, not high beams. If your dashboard shows a blue light you're being a d**k to your fellow drivers
My headlights are always on. All the time. They turn off when the engine shuts off. Most cars in the last 20 years have that feature. Problem solved. I’ve never once changed a light bulb.

Pedestrians also need to look both ways before crossing. I encounter so many people who start crossing when a car in halfway through an intersection because they are looking down at their phones.
could say the same about pedestrians camoflauging themselves in the dark wearing all dark clothes making them hard to see as well. all one has to do is flash the flashlight on his phone. i do it all the time b/c drivers cant always see pedestrians.
thats why i flash my light crossing the street. im a driver and pedestrian. you want to get killed by a 200 horsepower device? have at it. keep camoflauging youself into the night when you cross the street.

I thought it's already in the law saying that you have to turn on your headlights if you need to use the wiper due to rain.

A lot of cars automatically turn on the lights if the wipers are on. It should be made mandatory in all cars IMO.

With all the technology in cars nowadays, why can’t the manufacturers automatically turn on the headlights each time the wipers are activated?
I’m sure there a lot of engineering constraints, but wouldn’t it be great?
I’ve owned cars that always had the lights on when the car was running (this is from before daytime running lights), so it seems totally doable.
Also, check your lights once in a while to make sure they work. There are far too many cars out there with non-functioning tail lights.

If drivers can’t see pedestrians it’s because they’re not paying enough attention or aren’t using their headlights and shouldn’t be licensed to drive.
