Pump the water across the State when the reservoirs were low at a high cost to fix a problem that could have easily been avoided.
Basically the mainline sewer is so full that the wastewater is backing up through the lateral and is exiting up the clean out. So yes, don’t go near that stuff

DC also has a combined sewer system, though they've been working on removing it and it only covers 1/3 of the city now.
