RV is a decent tool, but there are others available. RV is simply the easiest ability to train someone on, but it does not yield the best results.
The kind that require innate ability that cannot be learned in a training manual. Some countries separate their divisions based on the given ability the person has. Dumb countries try to train average people into being psychics. The smart countries utilize testing protocols to identify people with innate abilities and actively recruit them. The old system is no match for the new way of doing things.
