Wikipedia kinda oversells the standardisation rules of the flag. If you look at photographs of the Soviet flag from throughout its history, from the Stalin era well into the Brezhnev era and beyond, you still see plenty of different styles of the hammer and sickle. So it might be a bit tricky. Although someone who knows fabrics and cloths and such might be able to date it by the material texture
I'm not an expert but I've owned quite a few banners and flags and the material and printing scream mid-80s to me. They made a colossal amount of this kind of stuff and every decade prior it becomes less and less likely since this stuff was made to be used and then replaced when worn out. So mid 80s stuff is way more common because the Union collapsed before it could all be used and massive warehouses were left in successive states hence why late banners and whatnot are quite cheap from European sellers on Ebay. A Revolution or WW2 flag/banner is worth it's weight in gold to collectors but this kind of polyester flag/banner is readily available.
