James Wells, 43, is accused of killing the father of two during the road rage outburst.
The murder happened while driving on Burgaw Highway in North Carolina, Fox affiliate WBRC reported.
Wells allegedly stopped and began arguing with Rasmussen, who was on a motorcycle.
The argument escalated, leading Wells to pull out a gun and shoot the Marine once in the chest, according to court documents.
First responders say they found the father of two with a gunshot wound and transported him to the hospital.
Rasmussen later died at the hospital due to the injuries.
“Dylan was just trying to enjoy the Sunday afternoon ride,” Ryne Snooks, Ready to Ride owner, told WBRC.
“I heard that he’d just gotten a haircut and was going home…I don’t think a person on a motorcycle looks for trouble against a vehicle.”

Snooks, along with the rest of the motorcycle community, is mourning Rasmussen’s death.
“Our rider community needs to stick together now more than ever. I’d like to see other riders sticking together and riding together.”
Wells appeared before the court on Monday and is charged with second-degree murder for allegedly murdering the motorcyclist.
“Life is way too short to engage in this type of behavior,” District Attorney Ernie Lee said.
“It’s not worth it. It is simply not worth it.
“Sometimes, it is good to turn the other cheek and just move on.”
Onslow County Sheriff's Office statement
From the Onslow County Sheriff's Office:
As the investigation continues into a fatal shooting that occurred on Sunday, October 19, 2025, the Onslow County Sheriff’s Office confirms that the fatal shooting stemmed from a road rage incident. This was an isolated event, and the victim and suspect did not know each other.
Sheriff Chris Thomas is urging drivers to stay safe on the roadways and follow these safety tips if you encounter an aggressive or enraged driver:
“Don’t engage or escalate a situation. You never know what a stranger is capable of.
“If you feel unsafe, call 911, drive to a public area where there are people, and report it to law enforcement.
“Staying calm and avoiding confrontation could prevent a dangerous situation.”
Lee said Rasmussen’s death easily could have been avoided.
A GoFundMe page has been created to help support Rasmussen’s two young children and wife.
On the page’s description, the Marine is characterized as a “devoted husband and a loving father to two young children.”
“He often spoke of how he looked forward to riding motorcycles with his sons as they grew older and spending the rest of his life with his wife, Deven — dreams he held close to his heart since sophomore year in high school,” the description continued.
“As an active duty Marine, he dedicated his life not only to serving his country but, above all, to caring for and protecting his family.
“His love, strength, and unwavering commitment to those he loved were evident in everything he did.”
So far, the page has received over 300 donations totaling around $27,000.
