My concept idea is this even if i always say that poolrooms exist independant from the backrooms this concept might "make sense"
When the backrooms exist with the levels there is one place a power plant powerstation level which provide electricity for the other.
But it generate huge amount of waste heat and then we have pipes which are the pipedreams or pipe nightmare the further you go inside the hotter it gets the closer you come to the powerstations

But after a while the water ends in the poolrooms
and then, eventually, thalassophobia.
