Part of it is just mechanic changes rather than actual power creep though. If it still had gen 1 amnesia and the psychic type wasn’t nerfed so bad, Mewtwo wouldn’t be in this situation.

Psychic is as mentioned before, just not a good type having only two resistances and only two types it hits for Super Effective.
Even with Psystrike I still think Mewtwo is long overdue for a buff, my goat is fading out of relevance way too fast
I mean, if you want legitimate slander, how about the fact that despite being one of the OG legendaries, it took until Z-A's mystery gift sidequest for it to have a story that wasn't just a book giving you a lore dump?
In every game it's in, it's literally just a hermit in a cave. Z-A was the first time it existing in the region was part of an actual story. Even the Legendary Birds got some actual spotlight before it did, even if they had to become British.
Closest thing to a story beforehand was people theorizing Giovanni was getting the Master Ball for Mewtwo, but even then it's never mentioned or even hinted at by any characters.

Same way XY/Kalos is "potential region" because of how severely under developed it was, Mewtwo is probably the most "potential man" restricted legendary because its lore and development does not exist in the games to the point where I don't think a single NPC has ever said its name outside of Z-A.
Silvally is right there dawg. A literal chimera made to copy Arceus with the express purpose of hunting down and fighting Ultra Beasts. It has a cool origin AND relevance to the story and characters of Alola

In competitive it was never going to be that good since it's a restricted, so it has to fight with mons like Kyogre, the Bikes, Calyrexes, Zacian, and Zamazenta, (and Xerneas/Yveltal in past generations) for relevancy

Mewtwo went from "genetically made to be the strongest Pokemon" into just one of the many legendaries that just slightly stronger than your average Pokemon.

It's just how most franchises/series works honestly, the more lore added/ more world building, the more you realize how small Mewtwo is in the grand scheme of things.

Technically Mew was behind the Creation Trio and the Lake Trio, since timespace and spirit are kind of prerequisites for life.
It was possibly also behind Groudon, Kyogre, and Rayquaza, since the ocean and continents likely needed to exist for life, Xerneas, Yveltal, and Zygarde to regulate the ecosystem, and maybe even Regigigas too given it supposedly towed the continents into place. Plus, we have no idea how Ultra Beasts relate to Mew, so it's possible Necrozma etc predate it.
Mew is moreso like Adam and Eve in my mind, only created to populate the Earth once a suitable habitable environment had been made.
Mew actually benefits from the Pokemon lore keeps getting expanded, as it continues to related to multiple stronger Pokemon or at least retain the ability to transform into them as shown in both game and the anime.
Mewtwo doesn't really had that luxury tho, losing the power to transform into other Pokémon is a big part of Mewtwo lore. It sacrificed Mew gimmick for a stronger psychic ability. But that psychic ability just... Kinda got powercreeped by other regions Pokemon

The only base version of a Pokemon with a higher special attack than Mewtwo is Xurkitree, an ultra beast. You gotta have some type of augmentation like mega evolution or a fusion or come from another dimension just to step up to Mewtwo.

The fact is simply it's been 30 years, powercreep came for it like all the rest. What were godly stats in Gen 1 aint impressive anymore. Unfortunate, but thats the way it is.
