Public schools and inside courtrooms are also restricted, even if they are publicly funded and open to the general public. Manner is also restricted, we can’t have people waving around swords and claiming to be protesting the anti-dueling laws.
But even with all that in mind, the cops are really disrupting the protest to be disruptive. Even if they know the charges won't stick and that its a rights violation, they are buying themselves time for everyone else to get bored and go home. That's why they arrest reporters, knowing they are reporters. It's about breaking the momentum and adding chaos to a peaceful atmosphere.
