I live in a Condo community where miraculously the problem isn't the HOA board. The problem here is mainly selfish and inconsiderate neighbors. We have plenty of different problems, but worst of all IMO are the terrible dog owners. Our community has 2 basic rules for pet owners:
- Your pet must be on a leash when you walk them outside.
- You are supposed to have your pets relieve themselves in the large designated pet area. And if that isn't possible, no worries, just clean up after your pet every time no matter where they go. The grass is technically communal. But because a lot of money is spent on landscaping, it's completely against the rules to not clean up after your pet.
And that's it. It is incredibly relaxed as far as rules go. And still, several dog owner neighbors act like having to follow rules for pet ownership is like living under an evil dictatorship. And we've had more and more problems happening the past couple years with dogs:
- One owner's poorly trained dog was walked off leash and bit an elderly woman and knocked her down on the street so the HOA was threatened with a lawsuit - so the neighbor moved out.
- Another had 2 huge energetic dogs they didn't want to leash and were complaining the dogs had nowhere to run around in a neighborhood where there's maybe 10 feet between each house. They got pissed off that dog rules were actually being enforced so they moved out too.
- Another owner walks their untrained pitbull with a collar/leash that's too big and loose for the dog, so the dog has escaped and ran around the street unleashed multiple times with their jackass owner yelling at other neighbors to wrangle their aggressive dog for them.
- And many of the owners conveniently walk all the way across the neighborhood rain or shine to have their dogs take a shit in other people's yards (and never their yard). So that's nice because after asking them politely not to and watching them still do it every time, it's obviously intentional and self-centered. But at least the majority of the people doing it still clean up after their dogs (their piss kills the grass of just their neighbors of course, but that's a whole other argument we won't even get into today).
And now there's a new neighbor with a dog they keep trapped inside all day. When they do take the dog out, they let them out the back door alone unleashed and unsupervised. They've received complaints from other neighbors, I've asked them to keep their pet on leash while they brushed it off, and they've already been talked to by the property manager. But they clearly think the entire neighborhood needs to deal with letting their precious fur baby be carefree. Well last week was where I started drawing the line. As usual this POS neighbor let their dog out, the dog sprints around for a while, then comes into my backyard and takes 2 huge steamy shits right behind my patio. I see this happen and look over at the neighbor's house - they're literally watching this happen from their back window and do nothing. They let the dog back in and carried on.
So being way too nice, I give them one final chance. I text the property manager and ask him to talk to the neighbor and ask them to clean up the dog shit. He did so I gave it a couple days. Then we got a big snowfall 2 days later which just buried the shit so naturally that pissed me off even more. When the snow melted this week I looked out my window and saw the shit still just sitting there, not cleaned up. I thought maybe I should be polite about this. But then after remembering everything they've done and how fair I've been about this, I said "Nah, fuck. that."
I grabbed a plastic bag, scooped up the 2 huge piles of shit still sitting in my yard, tied it up, and chucked it directly at their back door. I usually don't act this petty, but I am so fed up with people like this and have no regret. And hilariously, the bag is still sitting at their back door because of course they have zero awareness of the world around them. And if they let their dog out to do it again then I'll do the same thing again. I'll build a big pile of dog shit on their patio if I need to. There is no excuse - this isn't about whether I'm a dog lover. I can be reasonable and I can make compromises. But for people who act like the world is theirs to tread on, they're getting a reality check. It takes such little effort to be courteous - so to me this petty revenge is called for.
You need to scoop it with a shovel and deposit it right at their back door where they step out. Especially if they are as un-situationally aware as you say. 😉

You do have an HOA problem, though. There is someone living in the community that is blatantly disregarding the rules and there have been no consequences.
That said, I've done the same with bad neighbors. We had renters next door that let their big German Shepherd out the front door to crap and it inevitably did it in our yard. The thing that burned me most is this is a single dwelling neighborhood where all the houses have separate and fenced in back yards. They were doing this so their backyard stayed poop free. I had asked them to please either pick up after or release the dog in the back but they really didn't give a rat's patootie. So I scooped up and bagged a couple of days worth and deposited it at their front door. Never heard a word from them and monster dog stopped leaving gifts in our grass.
A lot of apartments / condos do DNA testing on pets and if you don't clean up they'll test the poop and you get the fine.
Maybe this is an avenue. Especially if the offending dog owner has to pay for the testing.

Collect their dog shits over a few weeks. keep it in a large bucket with some water in it so it turns into shit soup. When you have plenty, drizzle or toss it at their door and windows. If you have enough, you can cover their car, especially the air vents by the windshield wipers.
I was thinking roof. Especially as you are getting snow. When the snow starts melting it will turn the poop into sludge that will rain down on them.

Keep returning their mess, but also call the manager every time. It will keep a time line of the offense, and maybe having you constantly reporting, either in person or on answering machine will compel him to do something.
Or it could backfire with management and you end up labeled as the troublemaker (from personal experience). The petty method alone might be more effective.

You are correct, this is the owners' fault, not the dogs and it doesn't seem like you're taking it out on the dog, so keep doing what you're doing.

Lmao the angry person inside of me is thinking things like this too. Smear their dog shit on their door, start naming and shaming them on the community website, throw my own shit on their porch or in their backyard, etc. But I also don't want to escalate this beyond reason and I don't want to draw the attention of the HOA to me. I'm just trying to force the inconvenience directly back on their shoulders. But if they keep disregarding everyone around them then it's very difficult for me to just sit there and take it. They have no defense either, they're ignoring rules and treating their neighbors like trash (and around the fucking holidays no less). Thankfully multiple other dog owners have started speaking up about the bad ones, but unfortunately it has only had a minor impact with the repeat offenders. So if it's impacting my life and happiness, then I am going to make sure they're unhappy too.

As a dog-owner myself, I applaud everything you're doing here. As much as those neighbors piss you off, imagine how much they piss me off - I follow all those rules. On top of that, my dogs are smaller - 9lb Chihuahua, 11lb Jack Russell Terrier, 15lb Shih-Tzu/Pug mix, etc...
My dogs are never outside of my fenced yard off leash. I always (caveat on that) pick up any waste that can be picked up. The exceptions - in the grass on the side of a country road, in an open lot where construction ultimately will happen but not quite yet, and similar situations where the waste will not be encountered by anyone else before it can wash away. I can promise you, the waste is NEVER left in: someone else's yard, grassy areas of public parks, or anywhere else with any genuine risk of someone stepping in it.
I have actually witnessed many people watch their dogs dump a pile and just keep walking. I have also seen a loose dog running around the neighborhood randomly dumping in yards - I managed to pick up two of these before having to get back to work. The one that angered me the most was seeing a man casually toss a filled poop bag down into a storm drain.
Until I got a dog and started walking a lot more, I never realised just how many people don’t pick up after their dog, or worse still, they’ll pick it up but LEAVE THE BAG ON THE GROUND. Â

Full disclosure, I have been out on jogs with my dog, and he likes to wait until the most inconvenient time to poop. I have picked it up and left the bag, when I know that I am coming back that way on my return home. I pick it up then, rather than carry it the whole time. I do, however, pick it up.
Re the storm drain.. where do you think the poo from roads and sites that ‘washes away’ eventually ends up?
There are no storm drains in rural Kentucky. The only place for that poo to go is in the ground. In downtown Denver, however, dropping a poo bag into a storm drain puts it straight into the water supply.

I have had dogs since I was in kindergarten and my dog have been on lease with one exception and that was when we lived in Wyoming with the prairie was across the street and that was where the dogs and our cat went every morning.
Finding a pile of poop on a trail or in the dog park is angryfying for sure. I cannot stand to have poop sit in my backyard from my own dog.
Dog owners like the one you are having to deal with give the rest of us, who do clean up after our dogs, a bad name. Responsible dog owners really do not these fools either and really they should not have a dog if they cannot properly care for their dogs.

A note on dog psychology, the dogs might be flatly unwilling to poop in their own yard. Dogs have a "do not poop where you live" instinct AND a "use poop to mark territory" instinct. We have a Pomeranian, elderly now, who in his youth would not poop within about half a mile from the house. We tried training him to poop in our fenced yard and he just went on poop strike and stopped pooping at all for a few days. Even now, he still won't poop in the back yard, he insists on pooping out front on a leash, and preferably at least a few yards over unless the weather is really bad. (Yes, I clean it up.)
The delightful thing as a non-dog owner is we dont not need to care about this. The owners can take the dogs elsewhere.
