The ones who cancelled the release was the developer (who got denied on their release build due to undisclosed reasons) It's possible Steam will re-review this and deny the release build, but since the games are done, that was very likely the version they opened with and got approved.
It's very rare when you reach the store open stage to have a release pulled by Steam, they can deny to approve the release build though but at that point you can keep modifying until approved (or not). It does happen but i would be surprised if someone at Kaguya fucked up not pushing their release version first.

Ban is probably too strong a word since that implies a degree of consistency and clearly defined rules, but it does sound like there is an enormous mountain of this particular variety of slop submitted every day, and only a tiny portion of it actually makes it on to steam.
Frankly, I'm kinda glad, it's hard enough finding things on steam as is, and we don't need smut taking up space there too. Kagura tends to go above and beyond other publishers in just how much they cut, in part because of the volume of release they are doing on Steam without wanting a ban and in part being Chinese focus getting an adult's only warning on Steam blocks their primary market (as China along with Germany blocks titles with such a label) and Valve seems to be willing to include such a label much more easily on smaller publishers.
That said as you note this series has its reputation, and if there is something that could get banned solely because of "reputational risk," it probably is this series, independent of other guidelines applied to other releases.
