I had a next door neighbor who never mowed his lawn, so I started mowing all the areas adjacent to my yard, he loved it and offered to buy me a case of beer every week in exchange for me to continue mowing his lawn. It was a great arrangement for us both.
Now, I live next to a family that has a very large yard, and I have a very small yard, my current neighbor occasionally mows my front yard and the small strip adjacent to his large yard. I don't really mind, but it always makes me nervous that I might have left something in the yard like my hose or a gardening tool, and that it might get mowed over.
You never know how someone might react to this sort of thing, especially if you're not friendly with your neighbor. If you are going to mow someone else's property though, just be extra careful, and to cover your own ass, make sure you don't cause any property damage.
If someone mowed my yard without asking, I would be extremely tempted to fuck up their mower. I wouldn't, obviously, bc I know it came from a good place, but I like to let nature be nature. I think overgrown yards are beautiful, especially the ones with weeds (dandelions and stuff). Mowing without asking could easily be seen as a passive aggressive way of you saying that they don't take care of their yard.

Seeing the news a while back a kid was shot for ding dong ditch, ran up and rang a doorbell a few times to be annoying and was shot in the back while running away. Some insane people are ready to take any chance to assert their dominance violently, I personally wouldn't care as I've had a neighbour do so for me without asking and it's a nice little bonus of having nice neighbours but you just don't know unless you talk to them what kind of people they are.

My neighbor and I mow each other’s lawns and borrow each other’s equipment, but neither one of us would have started doing so if we didn’t have a conversation first. We also help out some elderly people on our street with yard work and snow removal, but also it was something that was understood by everyone involved first. Do you talk to your neighbor? What’s their situation like? Maybe by asking them you would find out you would be doing a huge favor. You could also find out they have a long term goal for their lawn that you would be interfering with. It’s better to find out or leave it alone.
I believe it was in True Detective when Woody’s character was all drunk and pissed and was yelling “YOU NEVER MOW ANOTHER MAN’S YARD!!!”

Ask them, but I always really appreciated when my neighbor did our shared lawn, I had a corner lot and a mower with only one battery. Their lawn plus my side(to my walkway) was about half as much grass as my other side.
If you mow your neighbor's lawn as well, it's passive aggressive for implying that he should have mowed it.
If you mow inky your lawn, it us passive aggressive because your neighbor's lawn looks bad compared to yours, forcing him to act.
If your neighbor mows and you don't, it is passive aggressive as you show the middle finger to him being orderly.
If you both don't mow, you both come off passive aggressive to the rest of your neighborhood.
That's a new dilemma for game theory.
If you want to take passive aggressiveness to a new level, you can mow both lawns and then tell your neighbor something about preventive measures and the broken window theory and charge him.
Talk to them, offer to do it for a price. You can make a compost bin in the back of your garden. Using brown dead leaves and green grass clippings weekly can make great compost. Then you can make raised beds and arches or put a green house and grow veg. There's plenty of things you can do with the clippings. You might want to look into covering it with flowers and local plants. Attracting bees and insects.
Do NOT do it without permission, no matter how kind it seems.
Someone did this to a friend of mine and rhe person was so careless. They destroyed trees, flowers, and the start of a wild growth section they were making for bees. She got a scythe after this and hasn't had any other issues.

Either way, what goes on in their yard is no concern of yours, move to an HOA if the length of your neighbors grass is important to you.
