If you have enough tongue space and can mew without issues, then your palate is sufficiently well developed. If that is not the case, then you need further growth/expansion. It is relative. Some people may need an IMW of about 45 or 50 mm (or even above), whereas others perhaps are fully developed at 40 mm IMW.
depends. my palate looks similar to yours but my tounge feels to big for my mouth, can’t fit the left side of tounge all the way on palate, and bite my tounge/ cheek when chewing sometimes
