Right. As far as I know, that’s because that tenant has moved out and they can’t take the sign with them because then the interior would be exposed to the weather. So right, they’ll just flip it around until the next tenant installs their sign.
I see this quite often. I think for some reason they reverse signs when businesses close down.
Many places require a sign stay full so it does not look run down.

Often the sign belongs to the building owner. And they need a new contract before making a new plexiglass plate with the next shop's logo/name.
