The ? probably was a Flash video. Based on one of the URLs that site linked to, this was hosted by the user's ISP (there's an archived page of some of their users' sites here: https://web.archive.org/web/20000229165859/http://web2.airmail.net/) and based on my own experiences, I'd say that site probably belonged to a teenaged boy who got a domain cheap or free and made a quick and goofy site for it. There were SO many sites like this.
