I suspect it's hardneck garlic as opposed to elephant garlic. I grow hardneck varieties and they often get this big. Elephant garlic is actually a type of leek and very mild in flavor. One clove of hardneck has more flavor than a whole bulb of elephant.
If you ain't slamming the side of the knife on top of the garlic smashing it into the cutting board and then peeling it with your fingers to make you have garlic smelling hands no matter how many times you wash them then I don't want to eat it because it wasn't made with hate

Jerk harder with the smaller ones they will eventually give way to peel.
I prefer metal too! Lighter and has the lip and can use smaller bowls.

the better solution is genetics, buy garlic that separates easily from the shell.
That and use/peel them when fresh. The longer the shell has to dry the harder it will be.
Both require you to have access to said good/fresh produce.

The hack I do is cut off the ends and put them in a shaker or a hard plastic cup and shake them. Flawlessly peels them somehow.

Have you tried putting the separated cloves in a Tupperware and shaking vigorously for several minutes? It's the only way.
This is how I do large amounts of garlic. For small amounts I felt like the effort wasn't worth it
I just buy Solo Garlic now, so instead of fussing over multiple small cloves I only have to peel one big clove
