Downvoteing a 4th comment in a chain just makes more sense. I read something that somebody said at one point that said something like, "someone probably got mad at people saying the same thing in a row over and over and it just so happened to be the 4th comment to constantly get downvoted."
The way I see it, you're right, the rule of 4 is indeed not being used properly in the post. (My bad for the mini essay 😅)
If I remember well the rule of 4 dates from back when we couldn't hide comments and it was to just mass downvote ALL 4th comments to hide them and make the comments actually readable, so, again, if I remember correctly, you are just wrong.

it doesn't have to be the exact same, but it does have to correspond to the previous comment in some way
It just has to be part of a chain, and this counts as part of a chain
