Those 2 are the "toddler" toys, for kids younger than 3. Usually when you got a kids meal, you got the default toys for ages 3 and up, but you could request the toddler version. Those ones were usually less complex, featured no moving parts, harder for a kid to get in their mouth, etc.
Not every toy set included a toddler toy, so if you requested one during one of those promos, you might get some generic toddler toy they had on hand or a left over from a previous promo.
They appear to be next to the ones they changed into (compare the wheels). The wheels are the same just reversed. You can tell they were flipped over in the image.

IIRC I think it's just showing that you could remove their boat and tub from the wheel base to use as tub toys. Or they were chase figures.
