There is a huge hidden homeless population who are couch surfing, sleeping in cars, etc who won't have presented to social agencies. This figure only counts "known homeless".
940 is probably the number of those who exclusively sleep rough and don't bounce between various shelters and refuges and cycle between occasionally having shelter but also sleeping rough sometimes (basically those who have inadequate and insecure housing) would indeed be a lot higher.

Saw a lot of talk on here about the cbd being a lawless hellhole.

And if you have a city and say that only 0.05 percent of the population are homeless that's an incredible stat.
That'll be people sleeping on the street (that they know of). Not total homeless (people in temporary shelter or staying with family/friends).
