Videos are circulating that appear to show a U.S. Immigration and Customs Enforcement SUV running over a man’s legs as agents detained him Thursday in Vancouver.

Jose Paniagua Calderon was detained by ICE in front of El Antojo restaurant at 2505 E. Fourth Plain Blvd., according to multiple eyewitnesses who contacted The Columbian and videos posted online.

Video obtained by The Columbian shows a man screaming in pain when a silvery-gray Ford SUV drives over his right leg as he was being detained by ICE.

Derek Boe said he was leaving Don Taco at 2610 E. Fourth Plain Blvd., and as he started to drive away, he saw what he assumed was police. He parked on the side street, where he watched the incident unfold.

“You can just hear the guy screaming, and it sounded like he was either distraught or in extreme pain. It was just a horrible sounding scream,” Boe said. “The front vehicle that broke his legs had already drove off. I got out and was trying to get the guys to identify themselves, and they were really smug about it. I didn’t realize they had drove over his legs at the time.”

Vancouver police sent out a Friday news release about the incident.

“Based on the information regarding a vehicle that is alleged to have struck a person within the city limits of Vancouver, per our policy, the Vancouver Police Department will be conducting a traffic investigation to determine the facts,” the news release states.

U.S. Immigration and Customs Enforcement could not be reached for comment Friday.

A family member created a GoFundMe account for Paniagua Calderon that had already raised $4,500 as of Friday evening.
