I decided to make this post because I see many people asking these questions:
“Why does Rarity have a boutique/is rich if ponies don't wear clothes?”
“Why do ponies wear clothes?”
Basically, if you pay close attention, clothes are luxury items in My Little Pony. Unlike us humans, for whom clothes are simply casual and “necessary,” for them it's not a necessity, but a matter of luxury and respect on some occasions in their culture.
They only wear clothes on important and/or special occasions. We can see this at various times such as weddings, coronations, birthdays, gala balls, etc.
A reminder: work clothes or costumes are not included in this question.
Clothes are probably very expensive in Equestria both because they are luxury items and because they are not made in high demand. That's why Rarity has a boutique and/or earns money, because clothes are luxury items and are expensive pieces, clothes are of such high prestige that practically all of them have some kind of jewel made into them, throughout the series we can see Rarity having contact with elite people or clients at specific peaks because they are looking for special occasions.
Some elite ponies frequently wear clothes to show their place in the social hierarchy, but even these ponies only ever wear the same piece.
Another point that reinforces this is that the ponies constantly ask Rarity to FIX (sew) torn clothes and not simply buy a new outfit because it is too expensive.
“If that’s the question, why don’t princesses wear clothes?”
Probably because the issue of clothing and fashion is always something that is constantly trending and changing, but Celestia and Luna are over 1000 years old, they probably don’t care about that very often, besides, they don’t need to prove their place in the hierarchy because that’s obvious simply by the fact that they are alicorns (and by the fact that they wear crowns that are probably pure jewels, which probably already qualifies almost as “clothing”).
Well, that’s it, a bit of a silly topic, but I wanted to show this point of view :)
I’d posit that societal and possibly historical norms define the everyday wear of princesses to be stylized armor pieces: peytral and armored horseshoes.
Or at least, that’s what the show design bible decided on to make them stand out. 😁
Also by making them significantly taller than everyone else.

Part of the shapeshifting. We can both conceal armor that we're already wearing with our disguises, and we can create the clothing that our disguise is wearing.

Considering his yoke is supposed to be part of a harness that he wears even when not planning to be pulling anything, it's more like a cowboy's belt buckle.
I have never seen Rarity as wealthy, at least not until later seasons.
In season 1 she was born and raised in Ponyville, housing doesn't seem like it's in low supply yet she lives above her shop, her shop is also in a small town and it takes her a decent amount of time to earn enough capital to expand to major cities.
I think she is just fancy.
I will say you do see someponies wearing mundane clothing outside of fashion and utility, just usually further away from Canterlot.
Yes, I also don't necessarily think she's rich per se. I just think she's a person with fairly stable social conditions and quite liberal, judging by the way she shops. Anyway, she and Applejack, in this case, I don't believe they're either rich per se, but they have a good income and financial freedom, you know? At least from what's shown towards the middle and end of the series, not at the beginning.

It could also be because animating clothes takes longer than just animating the ponies themselves.
I honestly have no idea because I've never animated anything, but maybe it makes sense?
Also we've seen her many times having clients that are actual celebrities, that must be pricey too.
