SteamOS apparently has the advantage on extremely low-end (i.e. low-end handheld) gaming these days and Microsoft is trying to change that. Other than that, even for low-end devices like the upcoming Steam Machine, especially for GPUs with 8 GB VRAM, Valve has a lot of catching up to do it seems. For high-end hardware, there's no point at best to consider anything except Windows.

I mean you answered your own question here. Boot time was (formerly?) at a premium. Cycles in general are at a premium: that defines PC performance.

I have large libraries of games that I got from GOG and Steam and they run perfectly fine on Ubuntu.
