I got married last night in my hometown of Perth and my sister made me a gorgeous bouquet of native flowers. Does anyone know if I am able to bring it back to Melbourne? I know the east coast isn't as strong in rules as WA is.
That's the official word on plant materials into and out of Victoria. It's a bit of a slog since it talks via threat and not plant specially, but it'll be more accurate than any answer we can give you here.
Personally, I'd say it's not worth the risk of introducing pests in bringing it here. Take amazing photos of it, but leave it behind.
Do a Google search for it – there was a good official guide from the Australian government that has a detailed list of what you can and can't bring into which state from each other state.
Yes you'll have no problems, the only problem would be bringing it the other direction into WA.

My friend (who moved permanently to WA) drove across the Nullarbor and at the state border he was told to wash off his shoes by WA quarantine officers for any soil left. They take it seriously over there.

Give it back to her to dry them out. When fully dried out they can be properly wrapped and sent here by mail.
They will also last forever.
Alternatively, have a think about having them pressed and made into a hanging display.
Also gets around the issue by having it shipped in a roundabout way

You should be able to. I brought a bouquet into Melbourne from TAS and it was not a problem :)
I haven't had issues taking plant cuttings over east in the past, and haven't seen/read any warnings about it outside of grape plants
