We could theorize all we want but the truth is new movies doesn't have much of an appeal than it used to be. People don't like the new cast so they have to bring back legacy characters and cast.
The idea I got from Endgake was that as long as they were returned to the exact point in time that they left, it didn't matter where they were returned to. So Steve didn't have to return the Soul Stone to Vormir, just to 2014 the exact same second that Clint left. He could leave it with the Power Stone and everything should have been fine.

I think them pivoting to Dr Doom is more than just Majors. I’m pretty sure they got cold feet after Ant Man 3s reception compounded over the fact that phase 4 in general by all accounts was a financial disappointment. They have to swing for the fences and while I personally love Kang and am bummed we’re moving away from him, the average viewer won’t know much about the character. He won’t put butts in the seats the way RDJ doom will and marvel NEEDS this movie to explode!

The actor from Fallout, Aaron Moten, would have been an EXCELLENT replacement for Majors.

The MCUs philosophy has always been about bringing these characters together and having cool crossover events. Not to mention the fact they were already trying to get crossovers to happen as early as 2002 Spider-Man. That was the first time they showed Wanda as a proper threat. We saw that she can be powerful in her own right in IW and endgame and WV but we never saw her go face to face with a team of the most powerful heroes of that universe and just batter them

This is obviously a move to get money. Simple, from both sides(the actor and the studio). Tony and Steve were done after Endgame, everyone agreed.
Until Marvel realized the next phase was a bit of a disaster, people weren't into the new characters. So they sent a busload of cash to Robert Downney Jr and Chris Evans and now you have Endgame. Because from a business perspective they generate interest. It's easy and simple
Some people(like me) are upset because Endgame had a perfect ending for Steve and Tony (and it's actors) which basically founded the MCU. But they decided to diminish what in my opinion was the perfect send off to both the characters and the actors because they are playing it creatively safe for money reasons

What was the point… The whole point of Endgame wasn’t to get rid of Steve Rogers. 🙄 A reappearance of him in one movie, possibly because MCU popularity had dipped so they want to add in some nostalgia, is not him permanently back making his leaving pointless not to mention I assume it’ll be an alternate reality version of him. Of course I’ve always been in the boat of the happy ending in Endgame for Cap was sweet but ignored their own established canon so I wasn’t ever a fan of it anyway. That’s beside the point though.

It's most probably his younger self that went back in time so his older self giving the shield to falcon is still valid and not related to whatever will happen in doomsday. Doom will obviously confront younger steve for ruining the timeline or whatever with that baby he now has
