Interesting that there's a condition to have a -1/-1 counter in order to remove one. Are there end step triggers to add -1/-1 counters they don't want it to work with?
They're all templated this way and I think it's just to smooth out digital play by not having unnecessary triggers going off, especially on the cards that could trigger more frequently like [[Bristlebane Battler]]
Also makes blight triggers matter. If this triggers without a -1/-1 counter, you could line up your triggers to blight this then the counter is removed.
Is a bit unfortunate in the readability of it though. It's not the most complicated, but does read a bit clunkier than it otherwise would, while seeking smoothness elsewhere.

Or maybe to reduce triggers in digital? This only triggers if both things are true, instead of every single end step you have an elf in gy.

Well it's 2/2 until the end of that turn, in which point it could be killed by a 2 damage instant prior to becoming a 3/3.

Coming in as a 2/2 and not a 3/3 is absolutely relevant in 60 card/limited formats, it's not mindless pedantry to point that out.

I don't think it works, unfortunately. Nothing triggers when these creatures enter; they are replacement effects.
