Bite spells are great for green because green doesn't get other removal and has bigger creatures than other colors, but the dependence on having a creature out (with the risk of getting blown out if removed) is worse than a for-sure 4 damage to me.
The option to destroy an artifact is nice but not as relevant in this set.
As good as a bite usually is in limited, since it's not like this is an artifact-based set. Given bites and fights are basically green's "consolation prize" removal because they're not meant to have good removal spells, and are never the most premium cards in the color, I don't see how making it a Red effect where burn spells just do the same but better helps. And just from looking through the whole spoiler, it seems like most creatures in this set actually have more toughness than power, making this even more of a miss. My initial thoughts are that this is going to be a C- level common. Removal you only really want if you don't have any better options like [[Cinder Strike]], [[Sear]], or [[Tweeze]]. Possibly better than Tweeze, but probably not by much.

Even at common, green can get some other marginal benefit like [[Piercing Exhale]], though it also gets the plain version of [[Bite Down]]. Green has the benefit that it generally has bigger creatures than red.
This has the mode to destroy an artifact and it'd be way better if artifacts were central to this set.
I do feel like it's competing with Abrade, but I think Abrade might still be better. Both instant with same cmc. This could do more damage, but could also do none (or be unable to cast without a creature). In Commander this might be better, as you'll likely get more than 3 damage, but in Standard/Modern/etc you probably don't need more than 3 damage most of the time.
I don't think there's been a lot of spooky looking artifacts in this set, so this probably reads better than it plays for limited. The damage on the first mode is theoretically better than [[Abrade]]'s but requiring a decent sized creature on board to remove creatures is a tough sell
