If so she can respond to the claim by driving the car up to the HOA office to show that it is operable.
If not that is an inoperable vehicle and regardless of other residents issues she should pay her fine and get new tires so the car is operable.

Is the car registered? Are the tires flat ( does it look abandoned? )
