I thought it meant it's better to live a life of servitude (as a worker) cuz then you at least get food / money. But if you don't work you're free from that burden in a way.
I assumed it meant that in positions like this, with worse options, you choose to keep yourself alive and then concern yourself with improving your circumstances after that.
Well I'm no phily-lots-of-phaser, but if I was that guy with two very easy ways of steping out and grabbing that bread, and not... it'd be because there's a guard watching off screen. learned helpessness traps most people. Heck its the reason you're reading this right now instead of doing anything to imrpove your situation.
I think it's interpretation of "bread and circuses". People will choose comfort and a guaranteed meal over true freedom. That's how they keep the masses from uprising.
Since the meme sort of frames the bread as the correct choice I'd assume the idea is that there is going to be more than one locked door between him and actually escaping.
If it one wants to sound more philosophical I guess you could say that the bread represents sustenance and once eaten can't be taken away. The key represents freedom, which would be fleeting even if he escapes as even if he's not recaptured, he will spend his life in a cage of fear always looking over his shoulder.

So I was in this exact situation I chose the bread because it fed me and when it came out the other end I formed a key but then I was hungry and ate the key
He is the inmate who pulled the key from the outside into the cell, unlocked his cell but forgot the bread, but he already locked his cell to make it inconvenient for the other guards to get into his cell because the key he stole is on the other side so he just took his bread with something else before running away.
