He has full 2-3 minute long compilations edited together and he was making them with Sora 1 which had an 8 second limit on videos, he was editing multi minute videos 8 seconds apiece. This is genuine insanity, not the crazy part, the trying something over and over again part. Sneakers O'Tool wasn't like a trend or anything at any point, he mixes it with stuff like Barbershop haircut which were memes but Sneakers O'Tool is entirely unique to this one guy.
Maybe it's a similar situation to those guys who post five thousand nearly identical images to deviantart because they're just completely obsessed with this one concept to the point that even the slightest variation gives them dopamine
